If your plan is in-person rather than online, there's no virtual classroom involved at all, and that's expected, not a missing feature. You schedule sessions and manage attendance the same way as any other course; there's just no Join link or any of the Zoom-specific automations in 16.1. See 8.3 for setting up physical locations.
